BBC Gaza Documentary Ruled a 'Significant' Infringement of Media Standards, States Broadcasting Watchdog

The British broadcaster committed a "serious breach" of media regulations by not revealing that the voice of a documentary about the Gaza situation was the child of a Hamas administrator, as ruled by regulatory body Ofcom.

An investigation by the media regulator into the programme Gaza: How to Survive a Warzone has concluded that the documentary was "significantly deceptive".

The chief executive of the broadcaster had earlier expressed regret, noting there had been "a serious error in relation to factual correctness".

Ofcom has directed the corporation to transmit a evening declaration about its decisions.

"As this represents a major infringement of our regulations, we are instructing the broadcaster to transmit a message of our findings against it on the BBC's second channel at nine o'clock in the evening, with a schedule to be confirmed," the statement read.

'Risk to Erode Confidence'

The authority's statement said: "The inquiry we conducted determined that the programme's lack of disclosure that the voice's parent held a role in the Hamas-administered authority was substantially inaccurate.

"It meant that the public did not have vital facts which may have been very significant to their judgment of the narrator and the details he provided.

"Trust is at the center of the relationship between a television network and its viewers, especially for a state-funded media outlet such as the BBC.

"This oversight had the potential to damage the significantly high levels of confidence that viewers would have placed in a BBC factual programme about the conflict in Gaza."

The documentary was withdrawn from the BBC's streaming service in the month of February after the presenter's familial connections emerged, and in this past July an broadcaster's internal assessment found it breached the corporation's editorial guidelines on accuracy.

A BBC spokesperson commented: "The authority's determination is in accordance with the results of the internal assessment, that there was a major oversight in the programme in relation to the corporation's content standards on accuracy, which reflects regulation 2.2 of Ofcom's Broadcasting Code.

"We expressed regret for this and we agree with the authority's determination in complete. We will follow the sanction as soon as the schedule and wording are confirmed."
